Kelly Lyn Mitchell

Kelly Lyn Mitchell was the Executive Director of the Robina Institute of Criminal Law and Criminal Justice from 2014 to 2023. During that time, she served as a national expert on sentencing guidelines and led numerous research projects and policy initiatives related to sentencing, probation, and parole. She earned her J.D. from the University of North Dakota School of Law and has a Master of Public Policy from the University of Minnesota’s Humphrey School of Public Affairs.

Mitchell is currently the Assistant Commissioner of Community Services and Reentry at the Minnesota Department of Corrections. She is also the Chair of the Minnesota Sentencing Guidelines Commission, appointed by Governor Walz in 2019.
