CATHERINE McVEY (retired) is a former Senior Policy Advisor with the Council of State Governments (CSG). She works with the Justice Center on the Justice Reinvestment Initiative issues involving parole and probation boards and the administration of criminal justice systems, and conducts and leads process evaluations and organizational assessments of parole and probation and other supervision-related organizations. From 2012-2014 she served as a Criminal Justice Consultant at the Council for State Governments, Justice Reinvestment Initiative Projects, where she provided assessment of parole decision-making, development of parole guidelines, provision of parole decision making training series, collaboration with the correctional systems in the enhancement of parole process, management of parole violators, and development of progressive sanctioning. Prior to this, she served as Deputy Secretary for Administration, Pennsylvania Department of Corrections and Director of the Bureau of Healthcare and Mental Health Care Services, Pennsylvania Department of Corrections. She holds a Master’s of Science in Correctional Administration from Sam Houston State University, and a Bachelor of Science from Penn State University.
