Rhys Hester is the Deputy Director of the Pennsylvania Commission on Sentencing and Senior Lecturer in the Department of Sociology and Criminology and Penn State University. He holds a PhD in Criminology and Criminal Justice as well as a JD. Prior to his current position at the Commission, Dr. Hester was a Research Fellow in Sentencing Law and Policy at the Robina Institute, University of Minnesota Law School. He teaches courses related to courts, constitutional law, and criminal law and procedure. His research has been published in academic journals and law reviews including Criminology and Journal of Quantitative Criminology.
